Inmate Classification Manager

This person serves as a supervisor and administrator responsible for directing the daily activities of assigned counselors involved in providing intake, classification and case management services to inmates.  Work includes monitoring of counselor’s classification decision, the assignment of inmate needs and the evaluation of current inmate programs and resources.  This person assists in the development, modification and evaluations of inmate services and case management.  General direction is given with respect over all objectives, scheduling and standards.


Salary Information
  • This is a full-time position; Salary range is $54,126.00 - $88,190.00 per year
Duties
  • Ensures that staff maintains current working knowledge of existing Norfolk Sheriff’s Office Policy and Procedures; briefs staff on all new applicable Norfolk Sheriff’s Office Policy and Procedures and monitors their implementation.

  • Responsible for reviewing and researching current Department of Corrections and American Correctional Association Standards to ensure continued compliance.

  • Reviews and evaluates current inmate programs and resources; assists in the planning and implementation or new programs or the revision and/or modification of existing programs.  Coordinates, approves and maintains the inmate trustee/worker program.

  • Prepares and maintains official files, records and reports.  Enters and retrieves data from the automated management information systems.
    Prepare periodic activity reports as required, including statistical information.

  • Reviews classification decision made by staff; monitors sensitive or highly complex cases, inmates in segregation, inmates receiving special medical attention through reports and staff meeting and assists staff in resolving difficult and/or unusual situations.

  • Identifies trends in the jail population and recommends services to meet those trends.

  • Work environment will be within the correctional facility and involve direct contact with inmates.

  • Performance appraisals, coach and mentor staff on their performance.

  • Work schedule will be a standard work week with regular hours; however, position may occasionally call for schedule variations.

  • Perform any other related duties as required by the Norfolk Sheriff’s Office.

Requirements
  • Successful completion of the requirements for graduation from a four (4) year college or university with a bachelor's degree in sociology, psychology, criminal justice or related field, preferably a master's degree in administration of justice, psychology, public administration or related field. Qualifying experience may be substituted on a year-for-year basis for the education requirement.

  • Have an equivalent combination of experience and training which provides the knowledge and ability necessary to perform the work. 

  • Experience providing social, psychological, or corrections services to inmates in a correctional facility, preferably with some supervisory role. Comprehensive knowledge of the principles, philosophies, and practices of modern correctional systems with emphasis on rehabilitation and counseling.

  • For civilian applicants, a valid driver’s license is preferred; however, in lieu of a valid driver’s license, civilian applicants must have a valid state identification card. Should an essential function of the job present a need for the civilian employee to operate a city vehicle, a valid driver’s license from their legal state of residency will be required. 

  • Work requires the ability to read forms, documents and manuals used by Norfolk Sheriff’s Office.

  • Work requires the ability to perform general math calculations such as additions, subtraction, multiplication and division.

  • Work requires the ability to clearly write notes, fill out paperwork and generate reports.

  • Management of the classification unit and its needs.

  • Drafts and submits the classification office budget.

  • Supervision over the unit's personnel in its' day-to-day operation.

  • Work involves choices of action within limits set by standard practices and procedures.

  • Contact others within and outside the Norfolk Sheriff's Office. These contacts may involve outside organizations and similar work units or organizations within the Norfolk Sheriff's Office in the day-to-day operations. A professional attitude and courteous demeanor should be always adhered to.  

Automatic Disqualifiers

The following will cause the processing of the applicant to be immediately discontinued:

  • Criminal Record:
    • Conviction of any felony.
    • Conviction of driving while intoxicated or under the influence of a controlled substance (within three (3) years).
    • Conviction of any charge of domestic assault or violence against a family member.
    • Conviction of a misdemeanor involving moral turpitude (i.e., larceny, embezzlement, perjury, etc.).
    • Any misdemeanor sex offense in the Commonwealth of Virginia, another state or the United States.

  • Driving Record:
    • Current driver’s license suspension.
    • Driver’s license suspension within the last twelve (12) months.
    • Conviction of a misdemeanor hit and run.
    • Extensive traffic violation convictions exceeding minus five (-5) DMV demerit points.

  • Drug Usage:
    • Use of heroin, cocaine, or illegal hallucinogen within the past five (5) years
    • Use of heroin by injection at any time.
    • Any substantiated illegal act other than use (i.e., sale, manufacture, etc.) of any narcotic, controlled substance, or dangerous drug, as defined by State and Federal Law, except marijuana.
